Alice Mills' idea of allowing prominent pressure groups to fill up our second chamber has an air of resignation about it rather than radical reform. If no agreed composition of the new Lords can be found, the radical solution remains select most of them by lot and create the Grand Jury of the Kingdom. A common factor of our underlying "Britishnesss" is that almost all of us would fancy a chance to become a Lord or a Lady. Come to think of it, a real threat of a representative and undisciplinable Lords would likely frighten the politicos into agreeing something else.
